Multiple WLC to work with NPS

There is no any restriction. The Cisco is working fine, just the Peplink, I tried put the IP of the Peplink into the Radius Client. Even recreate a new policy follow the wizard also cannot work. Both Radius server and Peplink are able to communicate. Ping successful from both sides -

It keep on prompt the users credential even though is correct. -
Hi, I have 1 WLC(Cisco 4402) and it authenticate through my NPS(wireless NAS 802.x), recently I put another 1 WLC(Peplink), and I just added my Peplink IP address into the Radius Client, but it cannot work. Do NPS allow 2 Radius Client work with 1 network policy?
