Ie8 Compatibility On The Ts Is Broken

Hopefully someone can help. I am having some issues with a client I have taken over. The issue is that many (but not all which is strange) users are having IE fail on most sites into compatibility mode. That would be fine if the compatibility mode wasn't broken. The terminal server administrators are not affected by this issue, but adding one of the users as a temporary admin does not help either. When checking the system with the system update readiness tool I get the following info.

I am thinking that the two issues are most likely related. There were some more missing files, but I was able to find them through Microsoft Downloads, but I cannot find these. Where might I be able to find them?

Well, a quick update on this. I was able to locate all of the files, but the problem still persists. If the majority of my users visit any site with a form on it, the page seems to fail back into compatibility mode, but the kicker is compatibility mode does not display the page. Any ideas?
