how to make sure that does not appear these tooltips on the taskbar?

FIRST OF ALL BACKUP YOUR REGISTRY, then follow these steps (this remove tooltips for ALL PROGRAMS!):

 

Start > RUN > REGEDIT

 

Go to:

 

HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\Advanced

 

Find this key: ShowInfoTip

 

Modify that key from 1 to 0.

 

Exit Registry and Reboot

Ok let's try this:

 

Go to: Control Panel > Appearance and Personalization > Folder Options > Click on VIEW (tab) > Uncheck "Show pop-up description for forlders and desktops items"

 

If this doesn't work... you can simply increase the waiting time for a tooltip, take a look here:
